Integration of Defense and Local Administration
In the late 1980s, People's Air Defense (PAD) was framed as a dual military-civilian war preparation task, requiring local city governments to integrate defense planning with urban economic construction. By 2004, provincial directives began formalizing 'National Security People's Lines of Defense' by incorporating security work into the social order management systems of county and city governments. Local authorities standardized these mandates by requiring that security facilities be planned, designed, and constructed simultaneously with main urban development projects.
Strategic Shift to the Overall National Security View
The 2015 National Security Law codified the 'Overall National Security View,' expanding the scope of local responsibility from traditional military defense to a broader system covering political, economic, and social safety. Following this shift, the central government institutionalized National Security Education Day and mandated the integration of security doctrines into the national education curriculum from primary school through university. Normalization through Local Governance and Digitalization
