Establishing the National 1+N Policy Framework
China established the national 2030 Carbon Peak Action Plan to provide a centralized strategic direction for its climate commitments [D27]. This foundation developed into the "1+N" policy system, which includes specialized implementation plans for sectors such as industry, construction, and building materials [D38,D39,D50,D144]. The framework also integrated cross-cutting support measures, ranging from higher education talent cultivation to the creation of a unified carbon standard and metrology system [D35,D49,D75].
Provincial Localization and Municipal Cascading
Between 2022 and 2023, the national strategy was localized as provinces including Yunnan, Liaoning, Tianjin, and Hainan published their specific implementation schemes [D43,D45,D47,D48]. Provincial governments required that sub-regional jurisdictions and key departments develop their own plans, which were then reviewed for consistency and balance at the provincial level [D54,D69,D82]. Local municipalities like Shenzhen, Jiujiang, and Zhuhai subsequently issued city-level plans to ensure the national and provincial targets were integrated into local development goals [D61,D81,D89,D90].
Transition to Direct Carbon Dual Control
Starting in 2024, China initiated a transition from the "dual control" of energy consumption to the direct "dual control" of carbon emissions, piloted in regions like Inner Mongolia [D101,D123]. This transition updated the regulatory requirements for investment projects, mandating that carbon emission evaluations be integrated into standard energy conservation reports [D71,D150,D151]. By 2026, the central government formalized this regime by establishing a comprehensive evaluation and assessment system to hold local party and government leaders accountable for carbon reduction results [D162,D163,D168].
